This keynote, delivered by Haigan Murray of the CKC Platform at a joint seminar hosted by Indonesia's Ministry of Foreign Affairs and Roemah Kelapa Indonesia on 3 June 2025, examines why Indonesia's "coconut crisis" has persisted for over 20 years despite repeated calls to action, and what it will actually take to reverse it. Drawing on Bappenas's national down-streaming roadmap and Indonesia's Vision 2045 target to double coconut production, the presentation lays out the scale of the replanting challenge: up to 1.4 million hectares of aging plantations, hundreds of millions of seedlings needed, and a multi-billion-dollar investment gap, set against a data-modeled 10 to 20-year window of continued decline before recovery.

The talk closes by weighing two very different tools for solving this: near-term, large-scale conventional replanting, and longer-term tissue culture technology, currently limited to pilot-scale use and strategic breeding rather than mass propagation, while proposing a coordinated action plan spanning policy reform, smallholder support, and international investment.
